Chapter One: Introduction

1.1 Background of the Study

Political clientelism has emerged as a significant factor influencing resource allocation at the local government level in Nigeria. In Makurdi Local Government Area (LGA) of Benue State, political clientelism is widely practiced, with politicians offering material benefits in exchange for political loyalty and support. This practice has implications for local government resource allocation, as decisions regarding the distribution of funds and resources may be influenced more by political considerations than by the actual needs of the community (Aliyu & Okeke, 2024). The allocation of resources to priority sectors, such as education, healthcare, and infrastructure, can be skewed to favor specific political groups, leading to inefficiencies and inequalities in service delivery (Ibrahim & Dada, 2025). This study will explore the impact of political clientelism on local government resource allocation in Makurdi LGA, examining the extent to which political loyalty affects the equitable distribution of resources (Ogunyemi & Akinwale, 2023).

1.2 Statement of the Problem

In Makurdi LGA, resource allocation has often been influenced by political patronage, with funds directed towards projects that benefit political elites rather than addressing the pressing needs of the general populace. This form of clientelism has contributed to the underdevelopment of essential sectors such as healthcare, education, and infrastructure, as local government resources are diverted to satisfy the interests of political patrons (Bello & Musa, 2024). Despite efforts to promote transparency and accountability in local governance, political clientelism continues to affect the equitable allocation of resources, raising concerns about the sustainability of development in the area. This study aims to assess how political clientelism influences resource allocation in Makurdi LGA and its implications for local development.

1.3 Objectives of the Study

  1. To examine the influence of political clientelism on resource allocation in Makurdi LGA.

  2. To assess the impact of political clientelism on local government service delivery in Makurdi LGA.

  3. To evaluate the role of political patronage in the prioritization of local government development projects.

1.4 Research Questions

  1. How does political clientelism influence resource allocation in Makurdi LGA?

  3. To what extent does political patronage affect the prioritization of local government projects in Makurdi LGA?

1.5 Research Hypothesis

  1. Political clientelism significantly affects the equitable allocation of resources in Makurdi LGA.

  2. Local government service delivery is negatively impacted by political clientelism in Makurdi LGA.

  3. Political patronage plays a major role in determining which projects receive funding and attention in Makurdi LGA.

1.6 Significance of the Study

This study is significant as it will contribute to understanding the relationship between political clientelism and local government resource allocation in Nigeria. It will provide insights for policymakers, local government administrators, and civil society organizations seeking to promote transparency, fairness, and accountability in resource distribution at the local level.

1.7 Scope and Limitations of the Study

The study will focus on the impact of political clientelism on resource allocation in Makurdi LGA, Benue State. Limitations include possible challenges in accessing reliable data on resource allocation and political patronage, as well as the subjective nature of political behavior analysis.

1.8 Operational Definition of Terms

  • Political Clientelism: A system where politicians provide material benefits to constituents in exchange for political support and loyalty.

  • Resource Allocation: The process by which local government resources, such as funds and materials, are distributed across various sectors and projects.

  • Service Delivery: The provision of public services, such as healthcare, education, and infrastructure, to the local population.
